<p><strong><em><em></em></em>It&#8217;s been 168 years since Charles Dickens wrote <em>A Christmas Carol</em> to illustrate the horrific living conditions of the English poor and promote the true nature of Christmas.  If Dickens were still alive, he&#8217;d be compelled to update his tale.</strong></p>

<p>On Christmas Eve, Bob Cratchit comes home from work and tells his wife, Emily, he&#8217;s been laid off, &#8220;They&#8217;re shutting down the tractor factory and moving it to China.&#8221;  &#8220;How are we going to pay for the Christmas presents?&#8221; she asks.  &#8220;We&#8217;ve already maxed out all our credit cards.&#8221;  Emily just came off a long shift at Walmart and she&#8217;s exhausted.  &#8220;I don&#8217;t know,&#8221; Bob responds, &#8220;but what I&#8217;m most worried about are Tiny Tim&#8217;s medical bills.&#8221;  Their only son, Tim, is short for his age and has brittle-bone syndrome.  When Tim was a baby, the Cratchits lived near a chemical plant that contaminated the groundwater.  Rather than deal with the damage, the chemical corporation declared bankruptcy.</p>
<p>Bob Cratchit goes to the YMCA to work out and encounters Ebenezer &#8220;Eb&#8221; Scrooge, who inherited the tractor factory from his father, Jacob.  &#8220;How&#8217;s it going, Cratchit?  How are your wife and little boy?&#8221; Eb says with false bonhomie.  &#8220;Not so well,&#8221; Bob answers, &#8220;because you decided to move the factory, I&#8217;m out of a job.&#8221;  &#8220;It wasn&#8217;t personal, it was business,&#8221; Eb snaps, &#8220;You shouldn&#8217;t have any problem finding a job, Cratchit.  You can build a web site or something.&#8221;</p>
<p>Eb returns to his mansion and falls sleep.  In the middle of the night the gleaming ghost of his father, Jacob Scrooge, wakes him up.  &#8220;So you&#8217;d move the factory, would you,&#8221; Jacob wails.  He transports Eb thirty years into the past.  Jacob and Eb Scrooge are in the factory cafeteria at a Christmas Party for the employees and their families.  Jacob thanks everyone, &#8220;All of you shared in our accomplishments, so all of you will share in the profits.  I&#8217;m giving each of you a bonus.&#8221;  As cheers fill the room, Jacob hugs Eb and says, &#8220;This factory is my second home and these employees are members of my extended family.  I trust that you will always take care of them.&#8221;</p>
<p>Next, Jacob transports Eb back to the present, to the Cratchit home.  Bob and Emily are hosting a potluck Christmas dinner with their neighbors.  Ten adults share a scrawny chicken and one bottle of cheap wine.  &#8220;What are we going to do?&#8221; one man asks, &#8220;There&#8217;s no work in town.&#8221;  &#8220;We could try looking in Metropolis,&#8221; another says.  &#8220;There&#8217;s nothing there unless you want to work in a McDonalds,&#8221; Bob observes.  Tiny Tim interrupts the adult conversation, &#8220;Momma can I go outside and play with the others?&#8221;  Emily forces a smile and says, &#8220;Yes.  But be careful,&#8221; and watches Tim hobble out of the room on his crutches.  &#8220;Closing down the factory is Scrooges&#8217; fault!&#8221; one man bellows.  Bob Cratchit sighs.  &#8220;Eb&#8217;s not as strong as his father; he did what his accountants advised.&#8221; Bob lifts his half-filled glass, &#8220;but we have each other and somehow we will get through this.  Merry Christmas!&#8221;</p>
<p>Finally, Jacob transports Eb to the future.  At the town graveyard, Bob and Emily Cratchit stare at a small pine coffin. Jacob whispers, &#8220;After Bob lost his job, they couldn&#8217;t afford the treatments Tim required.&#8221;  Then Jacob transports Eb to the town square, which is covered with tents and ringed by heavily&#8211;armed police officers.  Jacobs explains, &#8220;After Bob and Emily lost their house, they joined the Occupy Wall Street protest.&#8221; A police bullhorn blares, &#8220;Leave now or you will be arrested.&#8221;   Bob and Emily face the police, hold hands with their neighbors, and chant, &#8220;We are the 99 percent.  We are the 99 percent.&#8221;</p>
<p>The original <em>A Christmas Carol</em> had a happy ending.  For 2011, here are two possibilities:</p>
<p>Ending 1: Eb Scrooge wakes up on Christmas morning, remembering the dream of his father and Christmas past, present, and future.  He goes to his liquor cabinet and pours himself a stiff drink.  Well fortified, he dresses and calls for his limousine.  Eb is driven to the Metropolis country club, where one of his friends is hosting Christmas dinner. After several drinks, the party is shown a video by Mitt Romney: &#8220;Merry Christmas,&#8221; Mitt says.  &#8220;With your support, and that of other job creators, we can save America from&#8221;" He pauses and the guests chant, &#8220;Socialism.&#8221; Mitt continues,  &#8221;Save America from those who would replace our merit-based society with an entitlement society.&#8221;  The host proposes a toast, &#8220;To the 1 percent.&#8221;  Eb and his friends raise their glasses, &#8220;To the 1 percent.&#8221;</p>
<p>Ending 2: Eb Scrooge wakes up on Christmas morning, remembering the dream of his father and Christmas past, present, and future.  He wanders through his lonely mansion until he makes a decision.  He dresses and has his limousine drive him to the Cratchit home.   &#8220;I&#8217;ve brought you a turkey and all the trimmings,&#8221; Eb says to the surprised Bob Cratchit.  &#8220;And a present for Tim.&#8221;  Over dinner, Eb announces that he has decided not to move his factory to China.  &#8220;We can make better tractors in the USA.  Besides, I learned one thing from my father, we can accomplish anything if we work together.&#8221;  Tiny Tim says,  &#8220;Merry Christmas, Mr. Scrooge.&#8221;</p>

<blockquote><p>Upon consideration of the Resubmitted Plan for Districts for the Senate and House of Representatives filed by the Colorado Reapportionment Commission on December 5, 2011, together with the statements filed by the proponents and opponents herein, and now being sufficiently advised in the premises,</p>
<p>IT IS ORDERED that Resubmitted Plan for Districts for the Senate and House of Representatives shall be, and the same hereby is APPROVED.</p>
<p>IT IS FURTHER ORDERED that the Resubmitted Plan shall be filed with Colorado Secretary of State no later than December 14, 2011.</p>

<p><strong>Lobato Legal Team Will Hold News Conference Sat., Dec. 10 in Colorado Springs; State’s School Funding System Declared Unconstitutional by Denver Judge Today</strong></p>
<p>Key plaintiffs and the legal team behind <em>Lobato v. State of Colorado</em> will hold a news conference Saturday, Dec. 10 in Colorado Springs.</p>
<p>The news conference will begin at 10 a.m. at Colorado Springs School District 11 offices, 1115 N. El Paso St.</p>
<p>Kathy Gebhardt, one of the lead attorneys on <em>Lobato v. State of Colorado</em>, along with Taylor and Anthony Lobato are among the speakers. Taylor was a student in Center School District 26JT; Anthony is her father.</p>
<p>In her ruling today, Denver District Judge Sheila Rapport ruled that “the Colorado public school finance system is not rationally related to the mandate to establish and maintain a thorough and uniform system of free public schools. On the contrary, the public school finance system is irrational, arbitrary, and severely underfunded.”</p>
<p>Background: In 2005, a group known as Children’s Voices filed a lawsuit challenging the state’s funding system for public schools as unconstitutional. The lawsuit asserted that Colorado’s school finance system has fallen increasingly behind the level necessary to ensure that all children receive a quality education and that there is no rational connection between the state’s school funding system and what the state is asking schools to accomplish. It also asserted that by failing to fully provide the adequate resources needed to run schools, the state is violating the “local control of instruction” clause of the Colorado Constitution. In October 2009, the Colorado Supreme ruled that the public school finance system must be reviewed by the courts to assure that it meets the constitutional requirement of a “thorough and uniform” system of public education. The trial began on Monday, Aug. 1 in Denver District Court before Denver District Judge Sheila Rappaport and ran for five weeks.</p>
<p>In 2008-9 (before the recession), Colorado spent $1,809 less per pupil than the national average, and K-12 spending on school finance is currently an estimated $774 million below the minimal increase required by Amendment 23.  Colorado ranks at or near the bottom of states when it comes to funding special education and school children are attending schools that are crumbling and unsafe. A recent independent statewide survey uncovered a $17.9 billion backlog in school capital needs.</p>
<p>The lawsuit represented specific parents, students and 21 specific school districts. The majority of the state’s 178 school districts endorsed Lobato. The lawsuit was filed by Children’s Voices, a non-profit law firm dedicated to achieving equal access to a high quality public education for all school-age children in Colorado. The Mexican American Legal Defense Fund (MALDEF) entered the case as plaintiff interveners on behalf of parents in four districts. Defendants include Gov. John Hickenlooper, the Colorado State Board of Education and Colorado Commissioner of Education Robert Hammond. A variety of prominent Denver law firms donated thousands of hours to the case.</p>

<p style="text-align: left;" align="center"><strong> </strong><strong>BERTHOUD</strong> — There is a national conversation taking place about The Church of Jesus Christ of Latter-day Saints and its members, and starting the first week of October, Mormons in Berthoud will be taking part in that conversation.</p>
<p>That’s when the Church will launch a national media campaign in a dozen major cities called “I’m a Mormon.” The campaign includes television spots, billboards, ads on buses and Internet promotions. The ads give a glimpse into the lives of Latter-day Saints from all over the world and refer people to the <a href=".//C//Users/farahke/AppData/Local/Microsoft/Windows/Temporary%2520Internet%2520Files/Content.Outlook/IEK3S1NX/mormon.org">mormon.org</a> website, where they can read the profiles of tens of thousands of Mormons, chat live with representatives who will answer questions about the faith and watch dozens of videos about members of the Church.</p>
<p>“Our missionaries are known for knocking on doors to share the Gospel of Jesus Christ,” said David F. Evans, Executive Director of the Church’s Missionary Department. “Mormon.org gives people the opportunity to knock on our door through the Internet and ask members questions about our faith.”</p>
<p>This latest campaign is a continuation of an undertaking that was launched in nine cities last year in an effort to help people understand the faith through both the ordinary and extraordinary aspects of member’s lives. The campaign is the direct result of research conducted by the Church over the past few years related to how Americans perceive the Church and its members.</p>
<p>“Many people are not familiar with our faith and that can sometimes lead to misconceptions,” Elder Evans said. “The best way to understand Mormons is to meet them and get to know them personally. These ads are an invitation to do that.”</p>
<p>In The Loveland LDS Stake there are there are currently 3,500 members spread from Southern Fort Collins to Berthoud. A temple has been announced to be constructed in Fort Collins. The common thread that ties the members together is their desire to follow <a href="http://newsroom.lds.org/article/jesus-christ">Jesus Christ</a>.</p>
<p>Originally launched in 2001, mormon.org has provided an inviting destination for people seeking online information about the Church. Nearly half a million people visit the site each month. While the Church continues to share its message through over <a href="http://newsroom.lds.org/topic/missionary-program">52,000 full-time missionaries</a>, many individuals prefer to first seek information about the Church on the Internet before they speak with a missionary in person. Mormon.org plays a critical role in providing that content.</p>
<p>Mormon.org provides the opportunity for visitors to get to know individual members of the Church. Visitors can search for people based on age, gender, ethnicity and location. The goal is to start a conversation that will lead to greater understanding.<strong> </strong></p>
<p><strong>Media Campaign Invites You to Get to Know a Mormon page 2</strong><strong> </strong></p>
<p>For example, when asked what it&#8217;s like to be a member of the Church, Shannyn Marie wrote in her profile at mormon.org: “It&#8217;s like being a part of a large family who cares for one another. There are so many people from different backgrounds and situations with diverse talents, but we are all unified in our morals and beliefs.”</p>
<p>Members also share personal stories and answer dozens of other, more specific questions, such as “Are Mormons Christian?” “What part does prayer play in your life?” “Why don’t Mormons drink coffee, tea, or alcohol?” and “What do Mormons believe about the Bible?”</p>
<p>Space is provided on the profiles for individuals to link to their personal Facebook and Twitter pages and their blogs. That feature will make it possible for individuals seeking to better understand the Church to connect directly with individual Mormons.</p>
<p>The “I’m a Mormon” campaign in Northern Colorado will continue until February 2012.</p>

<p style="text-align: center;"><strong>LWV Forum spotlights contenders for Loveland mayor and city council seats</strong></p>
<p>Loveland- Voters will have an opportunity to ask questions of 11 candidates for City Council and one Mayoral candidate at a League of Women Voters Candidate Forum on Monday, Oct. 3, 7 p.m. to 9:30 p.m., at the Loveland City Council Chambers, 500 E. Third Street, in Loveland.</p>
<p>Participants include Robert Malloy and Chauncey Taylor for Ward 1; Philip Farley, Carol Johnson and Mike Schoonover for Ward 2; John Fogle, Michelle Jacobs and Steven Weber for Ward 3; John Buck, Dave Clark and Ralph Trenary for Ward 4 and Cecil Guttierrez for Mayor.</p>
<p>Each candidate will be asked, &#8220;Why are you running for office and what skills or experience do you bring to that office?&#8221; Also, the forum moderator will pose written questions concerning state and local issues, submitted by audience members.</p>
<p>&#8220;This is a chance for voters to become informed first-hand about the candidates in these hotly contested races. An effective government depends not only on an active, voting public, but one that is informed as well. We encourage everyone to join us at this forum to hear for themselves what the candidates have to say,&#8221; said Susan Bonsall, coordinator for the event.</p>
<p>The forum will be broadcast live on Channel 16 the night of the event and will be rebroadcast on Channel 16 up to three times per week until the end of October.</p>

<p>HAYS, KS &#8212; Several area students have accepted scholarships to attend Fort Hays State University for the 2011-2012 academic year.</p>
<p><strong>Robert Workman,</strong> a 2011 Berthoud High School graduate, accepted a $700 Fort Hays Bronze Academic Award. Workman is the son of Rob and Laurie Workman, Berthoud, Colo.</p>
<p><strong>Sara Hewson</strong>, a 2011 Thompson Valley High School graduate, accepted a $900 Academic Opportunity Award in health and human performance and a $700 Fort Hays Bronze Academic Award. Hewson is the daughter of Bob and Maureen Hewson, Loveland, Colo. She plans to major in health and human performance.</p>
<p><strong>David Arebalo</strong>, a 2011 Loveland High School graduate, accepted a $900 Academic Opportunity Award in physics and a $700 Fort Hays Bronze Academic Award. Arebalo is the son of Monica Arebalo, Loveland, Colo. He plans to major in physcs.</p>

<p>The Berthoud High Class of 2008 honored retiring Principal Leonard Sherman by giving him stones on which they had painted a personal message. The tradition of &#8220;palming&#8221; something to Sherman as the graduation seniors shook his hand on the stage had gone on for many years and on this final year the class members created hand painted stones of remembrance.</p>

<dd class="wp-caption-text">This stone marker will be placed at Berthoud High School to honor Leonard Sherman for his 31 years of service.</dd>

<p>Now a somewhat larger stone will honor the long serving former principal. The &#8220;Leonard Sherman Stone&#8221; will be dedicated in a ceremony on the front sidewalk of Berthoud High School on September 29, at 3:30 p.m. The stone has been financed by community fund raising and the school invites all of those who would like to show their respect for Sherman to attend the ceremony.</p>
