Safety Upgrades to Patrol Fleet  The Larimer County Sheriff's Office has approved a safety upgrade to its patrol car fleet in the form of blue and yellow reflective striping on the rear of new vehicles. The markings dramatically improve visibility of the vehicles and improve safety for the public as well as for deputies.   Panhandling Ordinance Enforcement Larimer County's new panhandling ordinance went into effect this week but Sheriff Justin Smith began implementing a three-step plan last month to phase in the enforcement of the ordinance.   Larimer County Sheriff's Office deputies arrested Shane Wagner, DOB: 03/26/1985 of Bellfourche, South Dakota and Jeremy Christopherson, DOB:  01/23/1987, of Spearfish, South Dakota for possession of 28.75 ounces of marijuana. The two men were arrested after deputies stopped them for speeding more than 110 miles per hour on I-25 north of Fort Collins at approximately 1:22 this morning.
